NORDUnet Learning Management Tender concluded

NORDUnet is a joint collaboration by the five Nordic National Research and Education Networks in Denmark (DeIC), Finland (CSC/FUNET), Iceland (RHnet), Norway (UNINETT) and Sweden (SUNET) and operates a world-class Nordic and International network and eInfrastructure services for the Nordic research and educational community.

In September 2016 NORDUnet initiated a tender for a Learning Management System.The tender has now been concluded. It is anticipated that all NRENs (as listed in the OJEU notice) could eventually benefit from the framework agreements that are awarded.

The call for tender prompted responses from four bidders: Blackboard, Desire2Learn, Instructure, and Itslearning. All four of them passed the initial qualification and were invited to phase 2 of the bidding process, consisting of separate dialogue meetings and resulting in a number of additional requirements. Also, all four bidders were subjected to a formal usability test before being invited to submit their final bid. Subsequently, a Nordic procurement team evaluated the bidders’ solutions in regard to usability, technical, and commercial parameters.

Based on the scoring and the total procedure, NORDUnet has now decided to award a framework contract to all four bidders, with Instructure as the preferred bidder.

The Contract Award Notice was published on February 21. After the legally binding standstill period of 10 days the contract proceedings will be initiated.
